World Vision El Salvador seeks a Deputy Chief of Party (DCoP) for a Strengthening Institutional Responses for Juvenile Justice and Restoration in El Salvador Project, USAID funded. The project seeks to provide institutional technical support of institutions in charge of alternative sentencing for youth offenders, mapping of diversion services, development of a youth detention prevention strategy, referral systems according to specific needs of youth offenders, connection to the private sector, pre-release life and education planning for juvenile offenders to mitigate recidivism rate.

The DCoP will closely support the COP in the management of the project, including grant implementation, financial accountability, staffing, planning and reporting as assigned by Chief of Party (CoP). The Deputy CoP will closely support the overall project operations. S/he should be familiar with the technical components of the project and the required support services. The Deputy CoP ensures that grants operations and sub-grantee management activities are in full compliance with USAID regulations and aligned with USAID and World Vision National Office regulations. Upon CoP request, the Deputy CoP would represent the project to donors and other stakeholders.

Primary Responsibilities:

? Direct and oversee World Vision's work in an assigned program, ensuring that all program goals are met.
? Supervise the implementation of partner activities and compliance in accordance to annual work plans.
? Identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments to the Chief of Party/ Programme Director
? Manage programmatic activities aimed at strengthening reinsertion and/or prevention programs for youth in conflict with the law based on proven methodologies.
? Oversee supply and equipment acquisition, disposition, and management in compliance with World Vision internal and donor requirements.
? Organize and direct the work of grant staff and short-term advisors, set individual performance objectives cascaded from project objectives to all staff hired in the project.
? Networking and Liaison with different stakeholders
? Ensure timely and accurate reporting that meets donor´s requirements

Skills & Qualifications:
? Master degree in the relevant field or equivalent experience in program management in developing countries
? Preferably familiar with USAID rules and requirements.
? Ability to integrate, lead and motivate teams of professionals around common goals
? Demonstrated accomplishment in working with host-country professionals, ministries and with donor colleagues in country
? Strong interpersonal skills

Required Experiences:
? Management of a USAID grant (Highly Desirable)
? Minimum of five years of experience living or working in a developing country is desirable
? At least five years of experience designing, implementing and managing large and complex projects involving multiple partners, in/for developing countries
? Experience in managing teams of professionals.
? At least 5 year experience implementing and managing grants
? Experience coordinating inter institutional groups preferably in the justice sector.
? At least 4 years of the international development experience of either the Director or Deputy Director (or of each); must involve implementation and management of large-scale grant or programme activities
? Experience with working with youth in conflict with the law and youth at risk, in the context of prevention and/or reinsertion programs.
