MONITORING AND EVALUATION OFFICER
World Vision is seeking a Monitoring and Evaluation Officer for a Strengthening Institutional Responses for Juvenile Justice and Restoration in El Salvador Project, USAID funded.
Position Summary: M&E Officer is responsible for assisting with the design and implementation of a monitoring and evaluation system that measures the effectiveness of project initiatives in compliance with USAID applicable procedures and agreements stated in the award. This position will report to the Deputy Chief of Party.
Essential Responsibilities: M&E Officer will oversee the implementation of project’s M&E activities and data reporting requirements. S/he will also serve as the liaison and point of contact with USAID and any external evaluators throughout the life of the project.
Specific responsibilities include but are not limited to:
Manage a rigorous approach to monitoring and evaluation, including mobile and web-based technologies in systems for monitoring performance toward specific goals and objectives;
Oversee implementation of a baseline study on the indicators of the activity, including review of tools and survey methodology; training of enumerators and review of data quality and analysis;
Collaborate and liaise with the external evaluation contractor to design and carry out mid-term and end-term evaluations;
Design and implement a PMEP in coordination with USAID, including selection and tracking of specific indicators, developing strategies for data collection and regular reporting on approved indicators;
Develop criteria for beneficiary selection and tracking;
Handle the day-to-day tracking, and reporting on activities under the award;
Design data collection instruments, schedules, analysis methods, and applied technologies;
Ensure reporting compliance with USAID´s regulations and requirements.
Monitor the results of the program’s activities and contribute to periodic evaluations/assessments; contribute to dissemination of results to internal and external audiences;
Contribute to research design and methodology for project-related research (separate from baseline survey);
Contribute extensively to quarterly and annual reports;
Verifiable experience as an M&E with USAID funded projects.
Verifiable experience as an M&E Specialist in Justice related projects.
Education:
Master’s level degree (is prefered) in social sciences, public policy, economics, statistics or a related field, and/or specialized training/certification in monitoring and evaluation.
Alternatively, a Bachelor’s level degree with eight years of relevant work experience beyond the degree.

Work Experience:

At least five years of experience in the monitoring and evaluation of donor-funded international development projects with proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages
Knowledge of USAID reporting requirements, including experience designing and implementing Monitoring and Evaluation Plans, rigorous impact evaluation design, and working with external consultants for third party evaluations.
Understanding of impact evaluation methodology and research methodology strongly preferred.
Understanding of national level Management Information Systems approaches and existing government databases/data collection preferred.
Experience in strategic planning and performance measurement, including indicator development and selection, target setting, reporting, and developing M&E and/ performance monitoring plans.
Skills:
Excellent proficiency in written and oral communication skills in English is required at both technical and non technical level.
High proficiency in statistical tools and the ability to elaborate statistical studies for strategy planning.
Demonstrated capacity to train organizations and institutions involved in the implementacion of the monitoring and evaluation plan.
