Finance and Administration Manager
World Vision El Salvador

World Vision is seeking a Finance and Administration Manager for a USAID funded Juvenile Justice Project .
The Finance and Administration Manager will be responsible for key administrative and financial Planning and implementation, including adequate staffing, ensuring quality and timely reporting and grants administration as well as ensuring compliance with USAID rules and regulations.

Principal Duties and Responsibilities

Project Planning/Administration
Facilitate the process to create and maintain annual project activity timelines and accompanying budget, submitted to donor
Lead the Finance and Technical team with annual project budget preparation, analysis, and monitoring
Facilitate the process of financial monitoring, analysis, and participation to course-correction of the project deliverables and targets
Lead the development and use of project management tools that track project progress and compliance, across all implementing organizations
Manage the provision of logistical and general administrative support to project staff and activities

Compliance
Lead the process of grant risk mitigation planning at an administrative and financial level only.
Provide necessary support to ensure that all staff work within approved budgets and workplans and in accordance with regulations, policies, procedures and guidelines of USAID and WV.
Manage the project’s periodic review of compliance (non-technical aspects of the work plan) with company policy and donor regulations
Assist in advising staff on operations, policies and procedures according to USAID and WV guidelines
Establish and maintain administrative and financial project files, keeping the filing system list updated for grants control and management issues or processes with WVES and WVUS.

Reporting
Lead the preparation of complex financial and administrative project reports in English, for submission to the donor. He/she may help with the technical reports if and when requested.
Synthesize and/or translate the financial and administrative reporting related to grants financial and administrative processes, results and compliance.

Staff Care
Supervise up to five staff members
Demonstrate leadership, professional maturity, versatility, discretion, and integrity
Create a productive and motivating work environment for staff by establishing and maintaining partnerships related to administrative and financial counterparts, internal and external clients.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required.
Bachelor's degree required; Master's degree preferred in a relevant field.
? At least 4 years of relevant experience (combination of USAID project management administrator and finance management)
? Understanding and proficiency in project management systems and procedures.
? Deep knowledge with USAID programs, mastery of USAID regulations governing such programs
? High level proficiency in MS Excel and other MS Office Suite programs.
Demonstrated ability to propose possible resolutions to complex financial, managerial problems.
Demonstrated proactivity, attention to detail, working within deadlines, and ability to juggle multiple priorities in a fast-paced environment.
? Demonstrated leadership, management, organizational, and decision-making skills.
? Ability to work effectively both independently and as part of a team.
? Excellent interpersonal skills and client service provision.
? Excellent written and verbal communication skills
? Ability to prepare complex reports and discuss detailed administrative & finance topics in English.
