Introduction
FEWS NET, funded by the U.S. Government, provides timely and evidence-based early warning information and analysis on acute food insecurity worldwide. Established in 1985, it partners with institutions like NASA, NOAA, USDA, USGS, UCSB, University of Maryland, AIR, and Chemonics. The Decision Support Team (DST), managed by Chemonics, delivers monitoring and analyses to guide U.S. policy and humanitarian response. Activities include joint monitoring, collaborative analysis, and capacity building with global, regional, and national partners.
Position Description
The Country Technical Lead (CTL) is the national technical analysis leader, overseeing staff and deliverables. Responsibilities include monitoring food insecurity, ensuring high-quality reporting, communicating analyses to the USG and partners, coordinating with ministries, UN, NGOs, and supporting early warning systems. The CTL manages staff, reporting, collaboration, and quality control of all outputs.
Key Responsibilities
Lead monthly reporting (Food Security Outlooks, Updates, Price Watch, Key Messages) and contribute to FAOB reports.
Deliver food security briefings to USAID and partners, ensuring timely documentation.
Guarantee analyses are IPC-compatible and globally comparable.
Ensure timely delivery of decision support products and respond to urgent information requests.
Maintain and update knowledge bases: livelihoods, trade flows, prices, nutrition, climate, migration, conflict, and humanitarian data.
Manage national databases, seasonal monitoring plans, and early warning systems.
Provide proactive early warning of acute food insecurity threats and support crisis mitigation.
Collaborate with Regional Technical Leads (RTL) and Specialists to integrate conflict, markets, livelihoods, nutrition, and climate data.
Build and strengthen relations with USG, UN, government, and NGOs to promote consensus and coordinated action.
Support staff in data collection, analysis, and capacity building.
Conduct independent and joint field assessments in high-risk areas.
Contribute to regional and Washington-based analytical products.
Qualifications
Bachelor’s degree in economics, agricultural economics, agronomy, nutrition, climatology, anthropology, social geography, or related fields (Master’s or higher preferred).
Experience: 6 years (PhD), 10 years (Master’s), or 15 years (Bachelor’s) in food security systems, analysis, or early warning; UN/NGO experience desirable.
Proven leadership and team management, mentoring and coaching experience.
Strong planning, organizational, analytical, and report-writing skills.
Effective liaison with governments, UN, NGOs, and coordination with remote teams.
Excellent English (written and spoken); local language skills desirable.
Computer proficiency; GIS and mapping skills advantageous.
Location and Reporting
Based in San Salvador, supervised by the RTL. Works with CTM, CTSS, regional specialists, and Washington-based analysts.
