The Operations Manager will provide implementation planning and administrative management for a large US-government funded juvenile justice project in El Salvador. S/he will ensure compliance with USAID and World Vision regulations and guidelines by supporting the Chief of Party, Deputy Chief of Party, and Technical Director to plan and oversee the day-to-day operations of the project, S/he will work closely with project and other WV staff ensure the smooth operations, compliance and quality project management.

Principal Duties and Responsibilities Project Planning/Administration
? Facilitate the process to create and maintain annual project activity timelines, workplan narrative, and accompanying budget, submitted to donor
? Support Finance and Technical team with annual project budget preparation, analysis, and monitoring
? Facilitate the process of regular programmatic and financial monitoring, analysis, and course-correction of the project deliverables and targets
? Lead the development and use of project management tools that track project progress and compliance, across all implementing organizations
? Manage the provision of logistical and general administrative support to project staff and activities
? Lead and contribute to complex meetings in English and Spanish with World Vision US, USAID, sub grantees and other project stakeholders
? Facilitate program planning that supports quality implementation of the project’s M&E plan, surveys and assessments.
? Recommend strategies to streamline systems for effectiveness and efficiency, considering client needs, team dynamics, and the project and corporate mission

Qualifications

? Bachelor's degree required; Master's degree preferred in a relevant field.
? At least 4 years of relevant experience (combination of USAID project management, finance, contracts, and operations).
? Understanding and proficiency in project management systems and procedures.
? Familiarity with USAID programs,; mastery of USAID regulations governing such programs
? Intermediate level proficiency in MS Excel and other MS Office Suite programs.
? Demonstrated ability to propose possible resolutions to complex financial, managerial or operational problems.
? Demonstrated proactivity, attention to detail, working within deadlines, and ability to juggle multiple priorities in a fast-paced environment.
? Demonstrated leadership, management, organizational, and decision-making skills.
? Ability to work effectively both independently and as part of a team.
? Excellent interpersonal skills and client service provision.
? Excellent written and verbal communication skills
? Ability to prepare complex reports and discuss detailed project & finance topics in English.
