The purpose of this job :
To provide leadership, management and supervision of Plan El Salvador Innovation and development unit, Grant Management unit, Communication and Marketing unit, and Local Foundation unit.
MAIN RESPONSABILITIES:
• Leads and manages the staff in the Innovation and development unit, Resource Mobilization unit, Communication unit and Local Foundation unit.
• Member of the Country Management Team
• Signatory on Country office and Program Unit bank accounts
• Approver of financial transactions up to (Country Director limit) or as varied by the prevailing financial authorisation matrix.
• The Deputy CD oversees the management of an annual operation support budget of near $ 1.4 million
• Development and Implementation of the Innovation and Development strategy and strengthening the knowledge management area including research, monitoring, evaluation and learning
• Implementation of the Resource Mobilization Business Development Plan
• Leads the take off and operation of the Local Foundation.
• SupportS the capturing, storing and sharing of knowledge across Plan, ensuring that Plan’s know-how, information and experience is shared within and across Plan entities (as appropriate) and outside Plan with donors, partners, network members and other stakeholders.
• Encourage the use of technical networks within the country or regional as well as global networks in order to make connections and ensure that information is disseminated and shared
• Upon delegation of the Country Director, the Deputy CD may approve all commitments, contracts, grants, leases, disbursements and transfers to third parties up to (Country Director limit)
Knowledge
• Experience in management of Plan Programme, especially operations
• A proven track record in management in emergency programme situations would be an asset
• Grant management experience essential
• Should have a good understanding of and be able to act with neutrality in local conflicts.

• Ability to develop, implement, facilitate and impart learning to a wide range of audiences
• Solid organizational skills, and the ability to be flexible and work under high pressure and cope with ambiguity
• Demonstrated ability in time management
• Communicates in a clear, articulate way in both speech and writing, in English and Spanish
• Proactive in problem solving and seeking solutions
• Willingness to travel frequently or in short notice to difficult areas
• Proficient in Microsoft office packages and with Plan’s general ledger, grants tracking and PPM systems
