DESCRIPCION DE LA OFERTA
IRD seeks a Finance and Administration Manager for a USAID-funded crime and violence prevention program in El Salvador. The Finance and Administration Manager is responsible for oversight and management of all financial operations and administrative works. She/he will manage all financial related personnel as well as provide management and oversight to ensure that adequate and appropriate internal controls are in place to meet generally recognized accounting standards.

Duties & Responsibilities
• Manage the accounting and finance including any petty cash funds and field office finance and accounting activities
• Maintain compliance with donor agency and IRD policies and procedures
• Manage the administration and implementation of all Human Resources (HR) policies and procedures, including staff hiring, orientation, job skills training, professional development, performance reviews/appraisals, disciplinary actions and other related items in compliance with IRD global policies and procedures as well as local labor laws and guidelines. Develop and suggest improvements to HR policies and procedures where appropriate.
• Manage and implement the HR/administrative tasks associated with recruiting, selecting, orienting, and training employees according to IRD global and local policies and procedures. Ensure full and complete documentation of all HR/administrative actions.
• Manage and lead direct reports (Information Technology, Internal Security, Fleet, Administrative and Custodial) to ensure internal and external customers receive all necessary services and support required to excel in the execution of their job duties.



Qualifications
• An MA or higher degree in Accounting or a Financial Management or Administrative Management related field with at least 10 years of experience in program administration and/or financial management or a BA degree in Accounting or a Financial Management or Administrative Management related field with at least 15 years of experience in program administration and/or financial management.
• At least, ten years of experience with development programs in rural areas and/or in developing countries with conditions similar to those of El Salvador.
• Experience managing internal audit operations and application of price escalation clauses.
• Knowledgeable about incentive systems, budgeting and cash management, training strategies, and program and employee evaluation.
• Skills in human resources management and leadership development and able to work in cross-cultural situations with political and cultural situations like El Salvador.
• Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team.
